Voting for Dummies Centerfold: California propositions simplified

If passed:

Proposition 1A would create a railway linking Southern California with the Bay Area. This proposal takes into account the rising cost of driving, the increasing amount of traffic congestion and California’s growing population.

Proposition 2 would require all Californian livestock confined in cages to be capable of freely moving their limbs and turning around in their enclosures. This measure includes egg-laying hens, calves grown for veal and pregnant pigs. It would be enforced through fines and in severe cases, incarceration.

Proposition 3 would appropriate $980 million for children’s hospitals in the state. Eighty percent would be set aside for hospitals that deal with leukemia, cancer, heart defects, diabetes, sickle cell anemia and cystic fibrosis. These hospitals would be renovated and required to provide health care to children covered by government aid programs.

Proposition 4 would change the California constitution to require all doctors to notify the parents of underage, non-emancipated minors before they choose to have an abortion. It would also penalize doctors for not complying.

Proposition 5 would allocate money to expand and improve drug rehabilitation programs and would change the length of various imprisonment and parole sentences for drug related crimes. It also reorganizes the Department of Corrections and Rehabilitation.

Proposition 6 would revamp gang-related laws and significantly increase penalties for convicted felons who carry guns. It would also add more criteria for a life sentence in prison.

Proposition 7 would require all Californian utilities to have 20 percent renewable energy by 2010, 40 percent by 2020 and 50 percent by 2025. To accomplish this, the legislation would fast-track all approval for renewable energy projects.

Proposition 8 would restrict marriage in California to be between a man and a woman, and it would invalidate same-sex marriages.

Proposition 9 would affect a victim’s rights in the criminal justice process. The safety of the victim would be considered when the criminal’s bail, parole and sentence are decided. This measure would also strengthen the victim’s constitutional rights and raise the number of witnesses to speak on his or her behalf.

Proposition 10 would provide several billion dollars to increase renewable energy transportation. The money would go to research and development as well as to consumers of environmentally conscious cars and transportation. The proposition focuses on alternative fuel and solar energy vehicles.

Proposition 11 would restructure the Californian government to provide party equality. It would employ an unbiased lottery to select officials from an applicant pool.

Proposition 12 would give $900 million to Californian veterans so they can purchase homes and property.
